Silver Lake College - Custer Village Student Resident Community
Residence Life Policies and Procedures

Living in a student resident community is a living experience where all members have certain rights and responsibilities. The following policies and procedures are designed to maximize the positive aspects of student resident community life by specifically stating behavioral expectations that the College has of all residents.

Conduct incompatible with the College community shall be subject to disciplinary action. All infractions of College policies, federal, state and local laws will be referred to the Vice President and Dean of Student Development, who will determine appropriate action. (1)


Academic Progress And Your Student Residence Agreement 

It is expected that all student residents attend classes regularly, carry a minimum of 12 semester credits, and show academic progress toward a degree. Students who drop below the required credit load during the course of the semester must contact the Vice President and Dean of Student Development if he/she wishes to remain in the student resident community. Failure to attend classes on a regular basis or dropping below the required credit load may result in termination of your student residence agreement.

Alcoholic Beverages/Containers  

The College absolutely prohibits the possession and/or consumption of alcoholic beverages and/or containers in all areas of the Silver Lake College student resident community in Custer Village.

Violations of these provisions by a student will lead to the imposition of a disciplinary sanction(s). Silver Lake College reserves the right to contact parents or guardians of students who violate Alcohol Policies, in accordance with the Family Educational Rights and Privacy Act (FERPA).

Apartment Entry  

Community Advisors, Vice President and Dean of Student Development (or designee), representatives of Doneff Associates (owner of the building), and Custer Village maintenance personnel have the authority to enter a resident's apartment, after knocking, at reasonable times for the following reasons:
  • required maintenance and repairs;
  • health and safety matters;
  • emergency procedures; and
  • suspicion of violation of College/Residence Life Policies and Procedures.

Residents need not be present on site.


Barbecue Grills 

Barbecue grills are not allowed on 2nd floor balconies. Barbecue grills can be stored on 1st floor patios but can only be used when they are at least 10 feet from the building. A fine of $100.00 per incident will be billed through Student Accounts in the Business Office and the student will be placed on Disciplinary Probation for a semester for not adhering to this policy.

Bicycles 

Bicycles may be stored in the student resident individual apartments. In addition, storage of bicycles outside the building is permitted as long as they are not left on the grounds, sidewalk or attached in any manner to the building.

A bicycle rack is provided on the grounds.  Students storing their bicycles in their apartment are totally responsible for damage (stains, marks, etc)
to the apartment caused by the bicycle(s).

Bicycles cannot be stored in hallways or common areas. A fine of $100 per incident will be billed to the student(s) account in the Business Office, if a student(s) bicycle is left in a hallway or common area.

Cable TV  

Hooking up with Comcast Cable is not necessary to receive local area broadcasts. The building does have an internal antenna servicing the TV hookups in every apartment.

Cable TV hookups are available in every apartment. It is the responsibility of student residents to make arrangements for cable TV hookups. Student residents assume full responsibility for payments associated with cable TV. The local cable TV supplier is Comcast Cable, 1614 Washington Street, Manitowoc, WI 54220. Their billing and service telephone number is (920) 682-6511.

Candles, Oil Lamps, and Incense  

To protect all residents from the danger of fire, the possession, display, and use of candles/oil lamps/incense in the student resident community is not permitted. These items will be confiscated and disposed of if discovered on the premises. A fine of $100.00 per incident (not per candle) will be billed through Student Accounts in the Business Office and the student will be placed on Disciplinary Probation for a semester.
 

Civility Statement  

The Residence Life Office at Silver Lake College is committed to assuring a fair environment for all individuals within the student resident community in Custer Village. In pursuit of this goal, the principles of impartiality, equity, and reciprocity (treating others as one would desire to be treated) are basic. A crucial aspect of promoting fairness is demonstrating an appreciation of human differences and opposing intolerance, hate-related behavior, and bigotry concerning these differences. Important human differences include, but are not limited to, characteristics such as age, culture, ethnicity, gender, disabling condition, race, religion, or sexual/affectionate orientation.

All members of the Silver Lake College community share a common and heavy responsibility to maintain a climate suitable to a community of scholars and to refrain from conduct which obstructs the work of the College, interferes with the lawful exercise of rights by other persons, endangers the safety or security of other persons or property, prevents the proper use of facilities of the College, or impairs the maintenance of that kind of environment which is essential to the operation of an institution of higher learning.

Communication Boards  

Communication boards may not be utilized outside of the hallway entrances to apartments.


Courtesy Hours  

All hours are considered to be "courtesy" hours. Student residents are expected to respect the rights of others with regard to noise level. Stereo owners are encouraged to use headphones or ensure that the stereo is kept at a level that can only be heard in their room. Lowering your voice when you are talking in the hallways can also help to maintain a quiet environment. A request for quiet from any student resident community member prevails over all other conditions. Any student resident must be able to study or sleep in his/her room at any hour of the day or night.

Student residents are encouraged to confront other student resident community members who are being loud. If no response is made student residents may contact a Community Advisor.

Quiet hours are established from 10:00 p.m. - 8:00 a.m. Sunday - Thursday and from midnight - 9:00 a.m. Friday - Saturday. During finals week the Community Advisors may establish quiet hours for the student resident community.

Damage Responsibility  

Assigned occupants of each apartment are financially responsible for keeping the apartment and its contents in good order and free from damage, whether caused by themselves or others. The cost of any apartment damage and/or damage to its contents (such as broken screens, damage to furnishings, tape-damaged walls, etc.) or extra custodial services will be charged to the students living in the apartment. When two or more students occupy the same apartment and individual responsibility cannot be determined, the cost will be divided and assessed equally among the residents. Cost for damages and/or extra custodial services are added to the students' account in the Business Office and are not chargeable against the $100.00 student residence deposit. A student with an unpaid account will not be eligible to receive a diploma or an official transcript of credits or be allowed to register until the account is settled.


Decorating Policy  

Decorations are encouraged in apartments as long as they do not create health or fire hazards or cause structural damage. In accordance with fire and safety standards, decorations may be used in apartments but the following guidelines are to be used:

  1. Combustible materials are prohibited; all materials must be non-flammable.
  2. The use of adhesive substances, such as contact paper, glue, decals, and adhesive tape of any kind on walls, ceilings, floors, doors, appliances, or furnishings results in damage to existing surfaces and are therefore prohibited. The use of "Poster Putty" is recommended!
  3. Do not use "stick-on hangers" anywhere.
  4. "Picture hangers" with small nails are okay. Do not use large nails.
  5. Do not attach anything to doors, interior or exterior.
  6. Students assigned to student resident community apartments are responsible for any decorations that alter, ruin or otherwise damage College and/or Custer Village property.

Drugs  

The College absolutely prohibits the unlawful possession, use, or distribution of illicit drugs/controlled substances/drug paraphernalia by students and others in all areas of the Silver Lake College student resident community in Custer Village.

Violations of these provisions by a student will lead to the imposition of a disciplinary sanction(s). Silver Lake College reserves the right to contact parents or guardians of students who violate the Drug and Alcohol Policy Standards of Conduct, in accordance with the Family Educational Rights and Privacy Act (FERPA).

The City of Manitowoc Metro Drug Unit will be contacted and brought into every incident of unlawful possession, use, or distribution of illicit drugs/controlled substances.


Emergency Dialing Instructions  

For aid in fire, police, rescue/ambulance, sheriff, dial only three digits, 9-1-1.

Firearms/Weapons  

Residents may not possess or store firearms or other lethal weapons in their rooms, in any other place in their apartment, or the student residence.  Anyone possessing firearms and/or lethal weapons such as (not an inclusive list): bow and arrows, swords, police batons, brass knuckles, knives, blow guns, dart guns, wrist rockets, pellet guns, paint guns, bee bee guns, catapults, switchblades, and martial arts equipment is subject to College disciplinary action which could include expulsion.

Fire Safety  

Fire fighting equipment, fire alarm systems, sprinkler system, smoke detectors, and fire evacuation procedures are provided for the protection of life and property of residents. Students should familiarize themselves with the type and location of equipment, exits, and the proper evacuation procedure from their apartment.

Students will be fined $100.00 per incident and placed on Disciplinary Probation for a semester for any violation of a fire safety policy. Examples (not inclusive):

  • misuse or fire fighting equipment, fire alarm system, sprinkler system, and/or smoke detectors;
  • possession/display/use of candles/oil lamps/incense;
  • possession/display/use of halogen lamps;
  • improper use of barbecue grills;
  • failure to follow the smoking policy; and
  • failure to evacuate building when fire alarm system is activated.

Fines will be billed through Student Accounts in the Business Office. The Vice President and Dean of Student Development is responsible for assessing fines and the administration of this Sanction.

The use of multi-outlet plugs or power strips is acceptable ONLY if the equipment has a built-in circuit breaker.


Furniture  

Each apartment is fully furnished. No Additional "Large Ticket" Furniture Items May Be Brought In By Students.

Hallways  

No personal belongings may be left in the hallways. This is a safety precaution. If there should be a fire these objects would be hazardous to residents searching for the exits.

"Communication Boards" are not to be utilized in any way, shape or form outside of apartment entrances.

Halogen Lamps  

All halogen lamps are banned from use by student residents. This includes halogen lamps that meet or exceed Underwriters Laboratories (UL) 153 standard (See page 9, Consumer Reports, July 1997). Because of the seriousness of this issue, halogen lamps found on premises will be confiscated immediately by Community Advisors and/or other Residence Life personnel. As an alternative consider buying a lower-wattage incandescent or fluorescent lamp.

Students in possession of a halogen lamp will be fined $100.00 and placed on Disciplinary Probation for a semester. The fine will be billed through Student Accounts in the Business Office.


Harassment  

Please refer to the 2006 - 2007 Undergraduate Student Handbook.

Keys  

All keys necessary for living in the student resident community are issued to residents upon checking in. Each student resident will be issued one key. This key will provide you access to the building (which is secured 24/7) and to your apartment. If a key to an apartment is lost the tenant will be billed the cost to have the lock changed and new keys issued to the residents of the apartment. This charge will be billed through Student Accounts in the Business Office. A student with an unpaid account will not be eligible to receive a diploma or an official transcript of credits or be allowed to register until the account is settled.

Keys are the property of Silver Lake College and Custer Village. There is an "expressed prohibition" against student residents making copies of keys issued to them.


Lock-outs  

If you are locked out of your apartment and a Community Advisor has to unlock your door, you will be charged $30.00, which will be added to your Student Account in the Business Office.

Lounge Furniture  

Students are prohibited from removing any equipment or furnishings from lounges. Each 1st Floor Lounge is furnished with one (1) club chair, two (2) settees, one (1) end table, and one(1) table lamp. If furnishings from the Lounge are moved to an apartment(s) at the student residence, the student residents of that unit will be fined $50.00 per piece of furniture per incident. The fines will be billed through Student Accounts in the Business Office.

Maintenance and Repair  

The Silver Lake College student resident community is located in Custer Village. All maintenance and service requests should be directed to the Custer Village on-site office which is located in the Building TBA. We suggest that such requests be called in to the office first thing in the morning so that they may be scheduled for completion as soon as possible. The telephone number is (920) 682-3400. Please identify building number (5141 Expo Drive) and apartment number.



Move-in/Move-out Procedures  

The Community Advisor is responsible for checking students in and out of apartments. Once students have moved into the apartments, they assume responsibility for the apartment's contents and condition. The Move-in/Move-out Report includes an evaluation on the condition of each item provided by the College and/or Custer Village. When the resident moves out of the apartment, this Move-in/Move-out Report will be used to determine what damages, if any, have occurred. Any damages incurred in the apartment during the year will be charged to the residents of the apartment and billed through Student Accounts in the Business Office. When two or more students occupy the same apartment and individual responsibility cannot be determined, the cost will be divided and assessed equally among the residents. A student with an unpaid account will not be eligible to receive a diploma or an official transcript of credits or be allowed to register until the account is settled.

Overnight Guests  

The purpose of this policy is to establish guidelines which will protect the right of each resident to choose when an overnight guest is allowed in their apartment. The policy reads as follows:

Apartment mates are encouraged to discuss their thoughts/feelings/position with regard to overnight guests very early on in the semester. Community Advisors will meet with apartment mates to discuss, complete and sign an "Overnight Guest Agreement." All overnight guests must be registered with the Community Advisor assigned to your "wing" of the student resident community. The "Overnight Guest Registration" must have the signature (approval) of all apartment mates.

An overnight guest is defined as any person who is not assigned by the Vice President and Dean of Student Development to live in the apartment, even if that person lives elsewhere in the student resident community. Members of the opposite gender may not stay overnight and must be out of the student resident facility by 1:00 A.M.

In cases where apartment mates cannot agree, the right of a person to occupy his or her apartment without the presence of an overnight guest shall take precedent over the right of an apartment mate to host overnight guests.

All guests are expected to follow all student housing policies and procedures. Student residents are responsible for their guests. Guests may be required to leave the student resident community at the discretion of a Community Advisor.

Students contracting for housing may not extend "residency" to their guests or other students. A guest's stay may not exceed three consecutive nights, with a maximum of 12 nights per semester. There is an "expressed prohibition" against long term stays. Keys will not be issued to guests.


Parking  

There is off street parking for student residents. Twenty-four parking spots are provided directly adjacent to the student resident community. Additional off street parking is available across Expo Drive at the Custer Village complex. Cars belonging to student residents must be registered through the Student Services Office and have a blue and white Silver Lake College parking permit with the number visible at all times affixed to the rear windshield, drivers side. There is no fee for the parking permit.

Guests should be encouraged to park on the street.

Pets   

Pets are not permitted in the student resident community, with the exception of fish and crustaceans in an aquarium. Service animals, such as seeing eye dogs, are permitted in the student resident community.

Residency Requirement  

Those Freshmen, Sophomore and Junior students who are NOT 21 years of age or older, veterans, married or living with parents or guardian, shall be required to live in the student resident community. Students are classified according to the number of semester credits earned:

  • Freshman 0 - 29 credits
  • Sophomore 30 - 59 credits
  • Junior 60 - 89 credits

Students who do not comply with the Residency Requirement will be charged for housing for the academic years for which they attend the College.

NOTE: The three-year residency requirement begins with/applies to first year students enrolling for the 2006 - 2007 school year.


Roommate and Apartment Mate Changes  

Apartment mate changes may be made at the discretion of the Vice President and Dean of Student Development. Apartment mate changes will not be granted during the first two weeks of any semester. Prior to approving a change, the Vice President and Dean of Student Development will work with students to help them understand their situation and to help them make a sincere effort to work out differences which may be creating difficulties. Student residents may not move from their assigned apartments, and into other apartments, without prior permission of the Vice President and Dean of Student Development. Roommate and apartment mate changes may not be made on the basis for race, color, religion, national origin, ancestry, sexual orientation or physical ability.

Roommate changes within an apartment may be made by mutual agreement of all apartment mates without the intervention of the Vice President and Dean of Student Development.

Safety and Security  

For the safety and protection of the student's personal belongings, students should always lock their apartment doors. Thefts should be reported promptly to a Community Advisor.

Exterior doors to the student resident community are locked 24 hours a day, 7 days a week. These doors are locked to discourage access to the residence and to provide students with a secure environment. Therefore, outside doors should not be propped open.

As with any security system, the residents play a significant role in ensuring that no breach of the system occurs. Therefore, it is the residents' responsibility to abide by these policies. Any violation could be subject to disciplinary action.

Silver Lake College does not accept responsibility for loss, theft or damage to personal property. It is strongly recommended that each student provide insurance for all personal property. 


Smoking/Tobacco Use Policy  

The Silver Lake College student resident community in Custer Village is a smoke-free/tobacco-free living environment. This does include the outdoor space within a 30 foot perimeter of the building.

Smoking is the third leading cause of fires in student residential settings. A student who ignores the smoking policy will be fined $100.00 per incident and placed on Disciplinary Probation for a semester. The fines will be billed through Student Accounts in the Business Office.

Snowmobile Trail  

FYI! The Manitowoc County Expo grounds to the south of the student residence is a staging/parking area for snowmobiles. The access snowmobile trail from the County Expo to the Manitowoc County snowmobile trail system passes behind the student resident community. Student residents should be aware of the snowmobile traffic and associated noise during the snowmobile season.

Student Health and Counseling Center  

For information on the Student Health and Counseling Center please contact Student Services for an informational brochure listing locations, phone numbers, and services.

"ASK-A-NURSE" is available 24 hours a day at (920) 682-2800 for any questions that you may have.

Telephone Service  

Arrangements for "home telephone service" can be made by calling SBC at 1-800-924-1000. All arrangements are between the student and Ameritech. Silver Lake College does not provide nor pay for student home telephone service.


Trash Removal and Recycling  

All residents are expected to keep their environment free of trash and recyclables by placing them in appropriate containers. Recycling is mandatory by State and Local Laws.

Student Health Care  

Silver Lake College now offers a new Student Health and Counseling Center in cooperation with Holy Family Memorial, located at the Harbor Town Campus in the Work Health Options Office, 1650 South 41st St. in Manitowoc.  The Work Health Options Office is open Monday through Friday from 8 AM - 4:30 PM.  Although you do not need to make an appointment, it is preferred that you call ahead if possible at 920-320-4660.  A valid Silver Lake College Student ID card and insurance card is needed upon arrival. 

For care during the hours Work Health Options is closed, call the My Nurseline at 1-800-704-0183 to speak to a registered nurse who will direct you to an appropriate health care provider for your circumstance.

Visitation Hours for Guests  

Visitation hours in which members of the opposite gender are permitted in the student resident community are 9:00 a.m. to 1:00 a.m. Opposite gender guests invited to your apartment who also live in the student residence are under the same visiting hours privileges as guests from outside your living unit.

Same gender guests are also under the same visiting hours privileges unless they are registered as overnight guests (see Overnight Guests policy).
